Poor internet service by the Puerto Rico Telephone Company

    I find it somewhat curious that I pay as much for telephone and internet as I do for electricity: some $100 a month approximately.  While electricity is on constantly to supply the refrigerator and the water heater (which consumes the most electricity) and other electrical amenities, the internet is used only once or twice a day. That is to say, the Puerto Rico Telephone Company (PRTC), recently acquired by Carlos Slim's America Movil, does not refund the user when they do not use the telephone or the internet.   Should one be unable to use the internet in the home, be it due to a business trip, a prolonged medical emergency, or any other reason, the provider would get a free profit.   On the other hand, were one to use the service 24 hours a day, the company would drastically reduce the speed available.  In fact, any advertised speed offered to the user-- 1 Mb or 2 Mb  (100 kb/s or 200 kb/s respectively) are only the maximum speeds which the user can reach, and not the constant velocity over a 24 hour period.  Although this practice is unethical, it is in fact very common in the telecommunications industry.  It is too bad that the electricity company, the Autoridad de Energia Electrica (AEE) does not offer the same services--although it could.
