Should the FCC approve Mexico's purchase of PRTC?

    Should the Federal Communications Commission (FCC) approve Mexico's purchase of Puerto Rico Telephone Company (PRTC)?  Well, if figures by the International Telecommunications Union (ITU) are any indication, these suggest that the purchase would not be in the interest of the local Puerto Rican customer.   The Digital Opportunity Index (DOI), created by the ITU, is an indicator with regard to the 'digital divide' or the penetration of modern information technologies in a country.  Puerto Rico has traditionally had a relatively higher ICT penetration per capita than the mayority of Latin American countries.  When we look at Mexico, who is dominated by Carlos Slim's monolithic telephone giant since the 1990's, we note that digital progress has not been that good.  Mexico stands near the bottom rung of the ladder, while societies such as South Korea, which began at a later date, are much higher.
