Does the United States owe money to Latin America? The Development of Wind Energy.

    According to the article titled "Reports From Four Fronts in the War on Warming" (New York Times, April 3, 2007), countries in the tropics will be more negatively impacted by global warming than those in temperate regions.  Its GRAPHIC showed a disproportionate impact, both in the US's contribution to the problem, as well as the burden placed Latin America's shoulders. Nonetheless, it is interesting to point out the steps begin taken by "rich" countries to mediate with this nearly-inevitable climactic outcome.  Australia is building a desalination plant, based on wind energy.  China is building the world's largest damn.  The Netherlands are constructing floating houses, that rise and fall with the elevation of the idea.  These ideas should be applied throughout all of Latin America, including Puerto Rico.
