Cheney prevents Attorney General Ashcroft from meeting the President to object to certain policies, He allows President Bush to "nominate" supreme court justices only after Cheney has narrowed down the list to five nominees. He outmaneuvers Alan Greenspan when Greenspan complains about capital-gains tax cuts. He created military tribunals without any input or say-so from Colin Powell, and fires Christie Todd Whitman from the EPA for not modifying environmental air laws quickly enough.
