Julio Muriente is completely correct...2

There are too many municipalities in Puerto Rico; there are too many tribal leaders that in fact become Cinderellas in having to go to the Capitol to receive their 'daily bread' whenever there is a problem with its flow.  If each one of them earns around $100,000, a reduction of 70 municipalities would lead to a savings of $700,000 for the 8 remaining ones.  If we include the duplication of functions and positions between all of these, it is clear that the savings will increase even more.  With an economy in decline over the long run, it is possible that extreme measures of this kind will have to be taken to keep the island 'afloat'.
